Rental Policy, Screening and Qualification Guidelines
Thank you for your interest in one of our managed properties. Please carefully review the following screening criteria before completing your rental application. All applications must be completed in full and contain accurate and truthful information. Any incomplete, inaccurate, or falsified information may result in denial and/or non-processing of the application.
Upon submission, each applicant will receive an email from TransUnion SmartMove containing a link to authorize the release of credit, background, and eviction reports. Applicants must verify their identity and approve the release of these reports within 24 hours of receiving the email.
Applications are processed in the order received. The first completed and qualified applicant(s) who meets all screening criteria will be offered the rental unit, in accordance with applicable California housing laws.

General Requirements

All applicants 18 years or older must submit a completed application

Valid government-issued identification is required

Each applicant is subject to credit, income, and rental history screening
Income Requirements (Non-Voucher Applicants)

Applicant(s) must have a combined gross monthly income of at least 2.5 times the monthly rent
-
Income must be verifiable (pay stubs, bank statements, tax returns, or employer verification)
-
Only the income of applicants who meet the minimum credit requirements will be considered for qualification
Section 8 / Housing Choice Voucher Applicants

Applicants with a valid Housing Choice Voucher are welcome to apply

Voucher applicants must still meet the following requirements:

Verifiable rental history

Screening for prior evictions and landlord debt

All standard application requirements
-

Credit and income requirements:
-
Credit history will still be reviewed for risk assessment purposes

Income requirement may not apply if rent is fully covered by the voucher, but applicant must demonstrate ability to cover any tenant-paid portion (if applicable)

Approval is still based on:

Housing Authority approval
-
Property condition standards
-
Compliance with lease and inspection requirements

All voucher tenants are subject to the same lease terms, rules, and property standards as non-voucher tenants
Income Evaluation Rule
-
Only income from applicants who meet the minimum credit requirements will be considered for qualification
-
Income from applicants who do not meet credit standards will not be used toward qualification
EMPLOYMENT & DOCUMENTATION
-
Applicants must have stable and verifiable income
-
Minimum of 90 days with current employer (or equivalent stable income history)
-
Most recent 60 days of pay stubs required
-
Self-employed applicants must provide:
-
Last 2 years of tax returns, AND
-
Most recent 3 months of full bank statements (no summary pages)

Supplemental income (Social Security, pension, child support, alimony) must be verifiable in writing
RENTAL HISTORY
-
Minimum of 24 months verifiable rental or mortgage history within the past 3 years
-
Maximum of 1 late payment or NSF in the past 12 months
-
No prior evictions or unlawful detainers within the past 5 years
-
No lease violations requiring legal action
-
If Applicant has rented from a private landlord any time in the past twelve 12 months, then the applicant must provide most recent canceled checks/money order receipts of rental payments, or other proof as requested, for such rental period. No cash payment receipts will be accepted as proof of rent payments.
CREDIT REQUIREMENTS

Credit will be evaluated based on overall risk profile, including:

Outstanding debt

Applicants below the minimum credit score may be denied based on full credit review
CO-SIGNERS / GUARANTORS
General Rule
-
Co-signers or guarantors are not accepted for standard applications
Limited Exception – Credit Variance
Co-signers may be considered only in limited circumstances where:

Applicant credit score is between 600–649
-
Applicant otherwise meets all income and rental history requirements
Co-signers will not be accepted for:
-
Credit scores below 600
-
Significant derogatory credit (recent collections, charge-offs, or similar adverse reporting)
-
Insufficient income qualification
Co-Signer Requirements
-
Minimum credit score: 720
-
Verifiable income of at least 3.5 times the monthly rent
-
Must meet all general screening requirements
-
Must reside in California (if required for enforcement practicality)
-
Co-signers may not be used to compensate for insufficient household income
STUDENT HOUSING EXCEPTION
For properties located in or serving student-oriented areas:

Verified full-time students may be approved with a co-signer
-
Each student applicant must have their own qualified co-signer
-
Student co-signers must meet all co-signer requirements listed above
CRIMINAL HISTORY
Applicants must not have:
-
Felony convictions within the past 7 years involving violent crime, theft, burglary, assault, drug manufacturing/distribution, arson, or similar offenses
-
Any sex-related offenses, sex trafficking offenses, or terrorism-related convictions at any time
EVICTION / RENTAL HISTORY
-
No evictions or unlawful detainers within the past 5 years
-
No unpaid landlord debt or abandoned lease obligations
BANKRUPTCY
-
Bankruptcy must be discharged for at least 2 years prior to application date
OCCUPANCY STANDARDS
Occupancy limits will comply with applicable state and local housing regulations.

$45.00 per applicant (18 years or older)

$17.00 credit/background reporting cost

$28.00 processing fee
